(From Candidate to Circle Steward) Purpose: To move each new member from curiosity to clarity, establishing crystal-clear expectations, relational trust, and technical proficiency. This stage prevents drift, shadow roles, and invisible labor by ensuring that every steward knows exactly what they hold, how accountability is tracked, and when review occurs.
1. Activation Trigger
When a candidate completes the Consent Election in Stage 2 and the Circle grants membership, the AI Secretary automatically flags “Activation Ready” in the Profiles Ledger. The Admin Facilitator initiates onboarding within 72 hours. Pre-conditions:
- Decision Ledger entry for election is approved and time-stamped.
- Role assignment is logged but not yet “Active.”
- Orientation meeting is scheduled before the member assumes responsibilities.
2. Role Card Issuance
Each activated member receives a personalized Role Card, the cornerstone of CCOS accountability. It includes:
- Purpose: Why the role exists in service to the Circle.
- Accountabilities / Outcomes: 3–6 deliverables the role guarantees.
- Domains: Exclusive authority areas (where the role decides independently).
- KPIs: 2–4 measurable indicators of success.
- Conflict Protocol: How tensions or disagreements are processed.
- Review Date: Default ≤ 6 months from activation.
- Succession Notes: What continuity looks like if the role changes hands.

3. Systems Setup
The Admin Facilitator and AI Secretary co-configure:

5. Orientation Meeting (Cultural & Relational Alignment)
Participants: New Member + Lead Steward + Rep Steward + Admin Facilitator + AI Secretary (observer). Agenda:
- Welcome & Context – Review Circle purpose, domains, and how this role fits.
- Ledger Tour – Demonstrate how accountability, decisions, and metrics interconnect.
- Meeting Rhythms – Explain tactical, governance, and strategy cadences.
- ARC Consent Ethos – Practice a quick Awareness-Reciprocity-Choice check-in to model cultural norms.
- Feedback Loop Design – Agree on how performance and wellbeing feedback will flow (async form, 1:1, group rounds).
- Transparency = Safety Pledge – Each participant verbally affirms commitment to open documentation, mutual visibility, and restorative handling of mistakes.
Meeting summary is auto-published by AI Secretary to the Transparency Ledger.
6. Review Scheduling & Follow-Up
- AI Secretary sets automatic reminders for:
- Lead Steward ensures new member’s KPIs are integrated into the Circle’s Metrics Dashboard.
- Rep Steward gathers feedback from peers for the first Reflection Round.
7. Safeguards
- No role without review. Every activation must include a scheduled audit.
